I got X'd last time through at IAD ... you go to the front of the lines they create in front of each booth. The guy in the closest booth made me wait for the two guys in line already and then processed my passport from scratch. I don't think he was supposed to do quite so much (I had checked food), but even with that, I was still one of the first out of there.
