Sparkling Wine & Orange Juice is the standard for International flights. The only reason I can think of where it wouldn't be served is if because of a very tight aircraft turn, the extra service would in some way impede an on-time departure (or as close to it as possible). In spite of a tight turn, not providing this service is rare. While it doesn't seem labor intensive, there is still a time element involved and sometimes a judgement call is made by the S/D to eliminate one component to protect another.
Rome has probably one of our shortest aircraft turn times at 90 minutes (arrival FCO 1140 departure 1310). It is a huge challenge to get the aircraft offloaded, groomed, catered, and boarded in this time frame - assuming the aircraft arrives on time. Some very dedicated employees work very dilligently to make this happen, and count on your understanding if indeed this was the case.
