Because sometimes the hotel will make a mistake and give points/stay credit where none has been earned. Adding a charge seems to increase the likelihood of this happening.
From what I have read here (can't remember the thread) there is another good reason. If nothing is billed on an award stay it is more likely the Platinum amenity points won't post because of the way the system is set up, so more likely you'll have to chase it up.
