I have not had that problem. My travel agent (in the US) has bought much cheaper fares for me in the past, and as I mentioned above, you can buy them on THY's website. Even if you input your location as USA, you get the low fares. Yes, there are a lot of associated taxes and fees that make those initial 29 TL one-way fares pretty deceptive, but they're still vastly cheaper than what Expedia/Kayak is showing (153 TL vs $596).
