In my experience, they provide a contract through one of the major brands, but are able to get cheaper rates than generally available. Once you make the reservation with them, all future dealing is directly with the car rental company.
I have used discounthawaiicarrentak.com multiple times with good results. Don't forget to check the rental car companys' own web sites. I have also at times found that is where the best deal is offerred. Also I recommend checking rates frequently. They do change and more than once I have gotten a cheaper rate as it got closer to my trip. I guess demand wasn't as high as they had antiicipated.
