All the lounges are fully accessible by those requiring wheelchair assistance. And yes, you can get one from OCS landside if you choose to push your mum yourself. If assistance is needed at the gate, they will arrange to meet you there, otherwise you just leave the wheelchair at the gate and OCS will collect it later.
