You are required to clear both Immigration and Customs at your first port of entry. To clear Customs you must take possession of all your checked baggage.

Once you have cleared Customs with your checked baggage you are no longer "sterile" as one could retrieve an item from checked baggage which is prohibited as a carry-on. Thus you must be rescreened through security.
