No, that is incorrect. It's 10% of the applicable fare, not the full-fare.

More precisely, you can choose whatever fare you want (at adult pricing if you so choose), and with AA all of its fares have an INS discount in category 19.CHILDREN DISCOUNTS with language like this

          PERCENT OF THE FARE.
