I've never been asked for proof of insurance when I've rented in California, or anywhere else, for that matter. if you say you have insurance and you don't, the contract you sign means the lawyers will come looking for you, not the rental agency.

I would not assume the rental agenc provides any kind of insurance coverage unless you buy it. That specifically includes CDW. Any coverage offered by Amex or other credit cards is best explained by them.
