I don't think most banks go to this trouble. If a domestic ATM withdrawal posts for $203 the software can calculate that the fee was $3 because no ATM dispenses $1 notes. Of course this method will not work with a foreign currency transactions after it has been converted to dollars, but if your receipts show an "odd" amount of the original currency it should be straightforward to establish that the extra amount must have been a fee.
