I say easy enough to buy the lighter at their destination.
Some folks addiction may not allow them the 5 minutes for the transaction.
I'm a smoker and yes, I always have a lighter with me for couple of reasons:
1. I don't check in my bags.
2. I don't want to buy a new lighter every time I fly.
