My wife has her Euro passport in maiden name (they don't change them for "married" names anyway, just put an endorsement on page 10 or 11 noting a marriage if you ask for it.
Her LPR or "green" card is in the US format with married name. We travel back and forth all the time and their are no problems entering the USA. Being that both have a photo and biometrics you do not need a marriage license with you to enter the US. We normally buy the airline tickets in her maiden name, but once or twice did the married name. Neither has been a problem. Most airline websites allow you to enter the int'l travel document name, if it is different from ticketed name. (For example on CO, you might use a middle initial, but your passport has full name-their website lets you spell this out)

As for Romania, I have no help or idea on that one.
