So many great cigar rooms have disappeared recently in Europe and Asia. I generally smoke at outdoor bars these days. Off the top of my head the only hotel I could add to your list would be the Marriott in Singapore. It's not world class, but pretty decent. Hopefully it is still there.

There is a bar called the Havana Club up on Knutsford in Hong Kong that has great wines and cigars and they open the windows on both sides so the air blows through.

As for America, and California specifically, the only indoor cigar rooms exist in private clubs at LA's Staples Center. Fortunately I have been a member ever since the place was built. Thank you Gov. Schwarzenegger!
