I wanted to buy a gift card for friend who lives in Tunisia....Im guessing a VISA gift card is the way to go....but my question is....does he get dinged if he uses it since the gift cards sold in the U.S. are in USD and not Tunisian currency?

Any suggestions brothers n sisters?
