Exactly - don't GPS antenna normally need a "clear view of the sky" to get a position ... I don't think (hope!) that lost luggage would normally be in such a situation.... Also if it did get a signal how would such a device transmit it to you ... if it requires a GSM network are you going to pay roaming charges when your luggage is out of the country ??
A GPS transponder will not work in the luggage compartment. I put in my Garmin GPS in my checked in luggage for a short distance flight and I didn't get the flight track, only messages - no connection to the satellite.
