When you first think of it, it makes sense that countries should control their own airspaces but is it really? EU is an economic zone and civil airplanes are just part of the infrastructure.
And that was the whole point of the European Economic Community (EEC) which somehow morphed into a European Union.
Europe is not some single country, but a number of different countries, some of which are not even part of the Union
