I will not need to make phone calls at all (either local in France or international).
The only thing I want to do with my iPhone while there is access email (hotmail) and the basic apps (google, zagat, facebook, NY Times news).
Am I correct in assuming I can turn my data roam "off" and use only open/free wifi provided by local establishments and not incure any extra charges upon my return????

if you do not need to make or receive any phone calls or sms/mms, just turn on airplane mode and then turn wifi back on. leave it that way for the duration of your visit. you can also remove the sim. that will guarantee that nothing can cause a surprise charge.
