I think it meant exceptions as in exceptions to "domestic"; i.e., the international destinations within North America--- central america, the caribbean, bermuda, bahamas, canada, mexico....
And, of course, there is a restriction that the flight would have to be on AA metal, using a ticket booked with the AA flight number, rather than a codeshare flight number.
