The way it needs to be done is like in other countries in that all bags are wrapped after being checked and all of this is done in the presence of the owner. Then all doubt is removed unless the bag arrives unwrapped then the owner will know and can look through very carefully. Its all about accountability for which to this point TSA has none.
Speaking of which, what does the TSA do with international incoming bags that are shrink-wrapped like this in a foreign airport, or that are encircled with security strapping bands (usually printed with "Airport X Security")?
Does the TSA automatically cut off the wrapping or the bands? Or only if the xray shows something suspicious?
