"violent", no... Washington DC is statistically more violent per 100,000 inhabitants than Mexico as whole based on reported crimes... However, you should check the "unreported" crime statistics and that will surely put the whole thing in a different light.
Here is an report of crime rates from 2009 in Mexico from a Mexican consulting firm:

Homicide went up 41% vs 2008, Extortion is up 42%, Kidnapping went up 82%, etc... Be sure to scroll down to the "Unreported Crime" page and it is quite shocking

In the USA it is 48%, Canada is 52%, while Mexico's is 85%... Almost double that of USA's, so DC might be more violent based on reported statistics, but when you factor in unreported crimes then that changes things a bit...
I am more concerned about corruption among government and law enforcement officials. In Cancun we got pulled over twice over bogus traffic violation claims made by the police and they threatened us to take us to jail if we do not bribe them [Extortion]... Both occurrences happened on the same day, because we were driving a rental car... After both incidents, I never looked at Mexico the same way...
