this happen(ed?) in vegas because the hotels have thousands of rooms... and even there pretty sure all the discussion has said it doesnt work like it used to.

going all the way illegal - there is no reason front desk, housekeeping, etc could not be bribed to allow access to a room without any payment going to hotel itself.

there is plenty of discussion here on the perfectly normal situation - negotiating discount/upgrade with management.
