Tipping is giving money in response to a service that is given (bags carried, doors opened, food brought). What you are proposing is a bribe: giving money to procure a service not otherwise on offer.

I am not shocked by the question - people will conclude the damndest things are OK - but I would be shocked if any 5 star hotel in the US would keep a staff member long if they took bribes.
