It certainly is, and some of us actually do just that, and we buy discounted refills for around $92 or less for $100 face value, with the time good for a year (more than a year when you refill), and rates at 10cents/minute, 5cents/sms.

I don't believe that is true. If you buy the unsubsidized phone, your monthly plan is cheaper and there is no contract. The savings over 2 years is greater than the subsidy.

If you buy the subsidized phone, of course there's a 2 year contract.
