It's right there in the first footnote (on the web page that's linked in the OP above):

"This CitiŽ / AAdvantageŽ card offer is valid only for first-time CitiŽ / AAdvantageŽ cardmembers who apply pursuant to this offer for an account by July 31, 2010. The American Airlines AAdvantageŽ miles will appear as a bonus in your AAdvantageŽ account 8-10 weeks after you have met the purchase requirements."

I guess you haven't been following the "Citibank - the jig is up" thread over in the Other Credit Cards forum. The AA Citi churn game pretty much ended late last year, when they started turning down apps from people who already had a Citi AA card in droves. Maybe the business card counts separately for you, if you've never had one of those before.

FYI: The previous wording, for many years, was "valid only for new accounts", but of course every card you applied for was a new account!

At any rate, what really matters is not the language, but the track record. And a quick perusal of the Other Credit Cards forum will show what the track record is.
