for a simple downgrade (i.e. not a special product or special signup promotion) that doesn't seem right.

9 times out of 10, if you change your Plat to Gold you'd keep the same number. The expiration date might change, but that's it.

Same to/from Centurion (upgrading and downgrading) - you keep the CC number.
