All the airlines complain about profits... Pose this question: a second seat per FTer who isn't checking or carrying on luggage or adding any additional weight to the plane AND is actually BUYing the seat; isn't that seat, in fact, more profitable for said airline?
I'm not an airline insider, but will take a stab at this. FFPs are designed to be loyalty programs that bring the airlines more revenue, by virtue of passengers flying them even when they aren't the cheapest or most convenient when the pax needs to travel. Searching out the flights with the lowest cost per mile/MQM/whatever does not really mesh with that goal.
