There are many, many reasons why it is greyed out (even a full-J ticket). Here are just a couple I've run up against:

1) TA bookings (in my experience) can't be changed/refunded online.

2) Bookings involving non-BA segments can't be changed/refunded online.

Just because the option is greyed out, does not mean it is unavailable if you were to call up reservations.
