I suppose there are a couple of reasons...

In the brace position, your elbows would be to the side. During an impact, the arm rests are likely to come crashing down and possibly smash your elbow to bits, rendering you unable to unfasten your seat belt and get out.

They would stop you from being thrown from side to side too much, possibly...
