At SAN there is a zero tolerance policy (at least during rush hour) - if you don't have elite on your BP, you will NOT be allowed into the priority line. On one occasion about 6 months ago they allowed late arrivers access because they were late but that was before they fixed the queuing system.

At JFK on Friday I watched more than one person refused access to the elite line in T2. First time I waited more than 5 minutes so I had a chance to see this in action. Most of the time I walk right up to the agent and breeze through on the left.
