Flight is from Dubai to Chicago. But there is change of plane at Washington DC.

I wanted to know if a person has to go through immigration at IAD only , collect luggage and give it to them again .

OR you just get off plane and fly on another plane and do you immigration at Chicago which will then be your port of entry.

It doesn't say anything about change of terminal , just plane change.
