I have often seen a 20 person lineup on regular line beat a 5 person lineup on Priority.
I've felt the same thing when I transit through YYZ but was never sure if it was just me, on a short connection starting to worry, or the actual flow. When its my turn the processing time doesn't seem slower then other airports so anecdotally just assumed someone at the front of the line had an issue.
It happens enough going through that I notice it but not enough to shift me to another airport for connections.
