I'm not sure about NY but in the UK people are being asked not to go to the airport.
Certainly at LGW and LHR there are limited personnel with the appropriate ticketing experience - probably about 25-30 at LHR and about 10 at LGW. But as well as the main reservation offices, there are also volunteers working at the Disruption Centre to help as many as possible.
Perhaps a little unfair to suggest people are being cut off. Yes, I know it can happen but there are also a good number of reports from people who've been answered within 5 minutes.
