No, it's not panic, it's called "going by the book", and that's what you do in aviation safety. Along with "make bloody sure that when you eventually err, it's on the side of caution".

Actually, I expect the book to be slightly rewritten when all the data is in from this incident, but that doesn't mean this has been handled incorrectly. To the best of our knowledge, it can not currently be considered safe to fly above Northern Europe.

Our knowledge will improve, and *then* we can make better informed judgements.
