I think there are all kinds of help. People who don't have room to lodge anybody can, as a local, ease things for people who are on the ground as a stopover and don't know the neighborhood. Sure there is Google Earth and such, but that isn't going to help everybody. Even the location of Travelers' Aid may be a mystery. When I got to Toronto, there was a Travelers' Aid in the bus station, but it was run by volunteers none of whom were there when I arrived. I stumbled around Toronto, walking in the rain out to Little India. A local might have suggested where to catch a trolley or the subway. I learned that sort of stuff fast enough, but on my first day, I knew nothing.
