The regulation prohibiting visitors from buying prepaid SIMs is as idiotic in origin as the above posters say.
A personal experience: I bought a HK Discounted SIM at 50 HKD with 150 HKD stored value. The roaming is at HKD 9 which the effective rate is HKD 3 per minute.

May be working for others if you can find some cheap Prepaid sim deal
