0.25 or 25 ounces do not mean anything if you do not know how much an ounce is. I bet he would not confuse 7.4 ml with 740 ml.
It seems to me that if one is working in the US, one should be at least somewhat familiar with the ounce; additionally, isn't it posted on signs that 3.4oz is approximately equal to 100 mL? Shouldn't the agent then be able to conclude what the label originally said regardless of decimal point? The whole idea of going by what the label, then saying that labels can be changed, is just ridiculous to me.
