All of those exit seats, save one, will be available once the flight is open for check-in. It is very important for airport agents to verify that the persons assigned to those seats are capable of performing the necessary tasks in case of emergency. The last seat (13D) on an AC configured A320 is reserved until very last so that a flight attendant can sit there for takeoff and landing.
