Sure. And we common passengers "need to know" the rules in order to abide by them.
And your agency says so, repeatedly ... for example, by erecting posters that tell passengers to
"know the rules".
And please don't say "everything's on the website". There are plenty of unwritten rules that aren't on the website; there are plenty of contradictions on the website itself; and there are plenty of reports of TSOs who routinely tell passengers that "the website is wrong".
