China Airlines had an agreement with Northwest on lounge usage for tiered members for couple years on each other until last October when Northwest merged into Delta. I have personally tried it in Tokyo Narita in December and the lady said Delta does not have such agreement with China Airlines (though she still let me in for once). China Airlines edited the site in December to reflect the November 2009 change as well.
