You surely realise that RAs have to qulify for Platinum first (for over 55 nights per year???). I have never heard anyone who is not Platinum being RA. Or you simply have no idea about what you are talking about?
One good reason for not upgrading could simply be that there were no rooms in the category 1 above that which you booked or that you had already booked a high category and that they do not upgrade to rooms higher than that
Being Royal Ambassador is irrelevent as it relates to Holiday Inn and someone with that status is the same as any other PC Platinum member
