You should really direct this question to Delta forums or contact Delta. But from their rules online, the answer would be a NO since China Airlines is not part of SkyTeam, and thus the rule of connecting passengers from Premium Cabins of SkyTeam does not apply. Also, since you are on China Airlines' metal, it doesn't count as BusinessElite.
