Yes, the Wing does have a separate FC section, and the cabanas are only found in FC.
Haven, the sit down restaurant, is also on the FC side, but the Noodle Bar is on the BC side. Apparently, you can order something from the noodle bar and staff from Haven will bring it to you. I've never tried it personally.
There is a limited number of cabanas, so I imagine it can be filled to capacity.
The Wing opens at 6am and remains open as long as there are CX flights departing.
