It appears I was wrong, according to: http://en.wikipedia.org/wiki/Antonov_An-124 both Russia & Ukraine produced the plane, while the Russian "Volga-Dnepr" cargo company has contracts with Boeing to ship oversized cargo to their Everett plant. Interesting!
