I had the same issue with a Visa. Then I thought I would try out paying by phone. What do you know, it worked!
Wish I'd seen this when I paid my tax bill on Tuesday. I just gave up on them and went with pay1040.com. Bunch of dumb assess, not having a site that works properly.
