The issue is whether or not you incur a debt. For example, if you eat out a restaurant, the restaurant cannot refuse to accept a genuine $100 bill once they give you the bill.
Applied to AC: If they give you a sandwich which you rip open and take a bite of, then by law, they have to accept cash (or not charge you). However, if they ask for payment first, they have the right to refuse to sell to you if you can only pay by cash.
