They waived my fee last year and haven't seen any charges for the card since. I don't have the plus option though as I have good travel insurance already and there's no other benefit to it.
Back on topic, I think whether you qualify for the turbo promotion is solely based on monthly spend regardless if you have plus option or not.
So you spend a little, you qualify. You spend a lot, you don't qualify. But as I said before, next time FB should host a promotion for people that spend a lot with the card.
