As was mentioned above, basically the website is just broken these days. When you're reviewing the itinerary, as long as the international segments are in W or higher, they're upgradable. You can always call the 1K desk to double check if there's any question.
Now that I write it down, it is actually remarkable that I've become acclimated to the new, broken website already. I miss .bomb circa 2009
