crAAzy has the right basic idea, but I would like to elaborate on it a little. MY best way would be to rent a car at ORD and drive up to the stadium and back. Go for Alamo with no mileage limit. It is Interstate ALL THE WAY to the stadium exit. If you take the bus to MKE from ORD you will still have to cab over to the stadium and back to MKE ($$). I think the rent car is a "wash" and gives YOU control of the travel time, etc. Take a side trip B4 or after the game to downtown MKE to North Old 3rd. Street area, or over to the harborside, for dinner or pre-game brunch. Mileage door/door is just at 80 miles and about 65-75 mins. Watch your speed carefully and don't exceed the other traffic too much. Fly to MKE only works when you are "through" to that place for the additional cost in the air tkt.
