I think, and may be incorrect, but originally, when it was designed, the building stretched the whole length, on both floors. But it was designed before:

SARS
9/11
Bird Flu
etc...

And the decision was taken to chop some of it off due to a lesser desire to travel. So they stuck the long jetties on instead. Still have the same number of gates, just with less terminal building space.
