On a typical configuration, there is one business class car at the front of the Regional (the order is correctly listed in the post above).

While the business car is certainly not an official "quiet car" I have found it in most instances to be fairly quiet. This may be due to it usually (except for certain peak trains) not being very crowded. But if you want total silence and you are on the Regional, then the official quiet car is your best option.
